There is a huge difference between packing a rucksack for hiking compared to packing one for fitness. When hiking you wouldn't carry any unnecessary weight and everything would be pretty much essential. I can't think of any reason to go hiking with sandbags! On the other hand, if you are carrying a rucksack for fitness, carrying items like sandbags are a great way of increasing the workload. Sandbags are also useful for easily lightening the weight. If you find the weight is getting a bit to much then simply throw away the sand (keep the bag, don't litter). I would say that no matter where you go, always carry a first aid kit. Even if you are using local fairly flat nature parks it would be difficult for emergency service to get to you. Always be prepared. . . . .
